Hopton Castle Parish Meeting object to the revised plans submitted by the applicants.
The Parish Meeting does not believe the revised plans adequately address the objections it has already submitted and therefore these still stand.
In addition Hopton Castle Parish Meeting would like to endorse the detailed objections submitted by Clungunford Parish Council in November 2017.
With regard to the revised plans, the Parish Meeting believes that measures the applicants now intends to take to reduce odour do not address its concerns. Whilst ammonia scrubbers may have some impact regarding the operation of the units themselves they do not, to any material degree, tackle the problem of odour when manure is being removed from the units and transported.
The offer of installing ammonia limiting fans on the existing units at Heath Farms seems to have been withdrawn.
The latest noise report commissioned by the applicants reaches contrary conclusions to that arrived at by Clungunford Parish Council’s report. Hopton Castle Parish Meeting believes that the report of the Applicants’ understates the level of noise because their traffic report underestimates traffic movements by up to 50%. The decision by the inspector to reject the appeal because of noise including the general disturbance of a peaceful rural location should therefore, in the Parish Meeting’s view, stand.
Regarding the landscape report, the Parish Meeting believes that the proposed tree planting will not be sufficient to mask the buildings in either the short or long term. Previous objections on the grounds of the visual impact of the plans are therefore, in the Parish Meeting’s view, still valid.
